Ordinance 46 - ISTS systems <br />Ordinance 46 is designed to protect and promote the health, <br />safety and general welfare of the people of Gem Lake by <br />regulating seepage discharges and the location, installation, <br />alternation, operation and maintenance and monitoring of <br />all individual sewage treatment systems (ISTSs). <br />Individual sewage treatment systems must be installed in <br />accordance to Chapter 7080 of the Minnesota Rules. The <br />ISTSs shall be designed to receive all sewage from the <br />dwelling(s), building(s), or other establishment(s) served by <br />the system, including laundry waste and basement floor <br />drainage. Surface, roof and foundation drainage and other <br />storm water shall not be allowed to enter any part of the <br />system. Not more than one dwelling, commercial, <br />business, institutional, or industrial unit shall be connected <br />to the same ISTS, unless such multiple connection was <br />specified in the application submitted and in the permit <br />issued for the system. No ISTSs shall be installed or <br />renovated on lands to which public sewer service is <br />currently available, without a system permit. Within the <br />Urban Service Area, as identified in a Met Council <br />approved a comprehensive sewer plan, developers will <br />place any ISTS systems where they can later be most cost <br />effectively connected to the public sewer system, when it <br />becomes available. <br />No preliminary plat shall be approved by the City of Gem <br />Lake City Council, unless the engineer makes a favorable <br />recommendation regarding the ability of each lot to <br />accommodate a satisfactory ISTS. A system permit, <br />obtained from the administrator, is required for any <br />installation or renovation of an ISTS. No building permit <br />for any building including the installation or renovation of <br />an ISTS shall be issued until a system permit for the <br />involved facility has been approved. <br />The City of Gem Lake has instituted an inspection program <br />for ISTSs. The initial inspection is to determine if <br />installation or renovation has been accomplished in <br />compliance with Chapter 7080 of the Minnesota Rules and <br />with the Gem Lake Individual Sewage Treatment System <br />Ordinance. The City's inspector shall inspect any <br />individual ISTSs when a written complaint signed by two <br />residents of the City of Gem Lake is received. <br />City o!
