FCRTY-SECOND MEETING - VILLAGE OF GEM LAKE COUNCIL FEBRUAhY 19th 1963 - HOFFMANS CONERS HALL SECOND PUBLIC HEARING ON THE VILLAGE PLAN AND ZONING ORDINANCE - AFTER NOTICE PLACED IN THE WHITE BEAR PRESS AND SEPARATE NOTICES PLACED IN EACH MAIL BOX BY THE CLERK, Mayor Hoffman opened the public hearing at 8:25 PM, by introducing Judson Bemis, Chairman of the Village Planning Committee to about ten Residents of the Village and the Council. Bemis reviewed again the activities of the Planning Committee and theCouncil with Midwest Planning & Research Inc, professional consultants in this field. He also mentioned the first public hearing on this subject had been held on December llth 1962, Bemis then asked Howard Dahlgren of Midwest Planning And Research Inc., to review the Zoning Ordinance and its importance to the group. Dahlgren explained that the effort had been first to determine what kind of a community Gem Lake was now and then in comsultation with the Planning, Com. and the Council, what kind of community was desired for the future.After the latter determination they prepared an a Zoning Ordinance which all. believed would aim the village in the direction most desired by the residents. Dahlgren went over the maps and visual explanations of what was to be accomplished by the ordinance - and again emphasized that no such ordinance wasperfect and no doubt would have to be changed from time to time, but did give us a course to follow at the moment. After some not very active discussion and no suggestions the public hearing was adjourned at 9:15 PM. Following_ the hearing_ the council met for its business session. 1. The Mayor called the meeting to order at 9:25 0M. 2. The Clerk called the roll - Present - Hoffman, Arcand, Gray, J.MorFan and D. Hoffman Absent - Allan Hansen 3. The clerk read the minutes of the previous meeting held January 15th, 1963. Moved by Gray and Seconded by Arcand that same be approved as read. All ayes, 4-Presentations from the floor - none 5. Reports of Committees - a. ?semis chairman of the Village Planning Committee, submitted the Zoning Ordinance and recommended to the Council that same be approved. He also advised that the ordinance had been -y approved by Francis D. Butler, village attorney. This will be Village Ordinance #5. Moved by Gray and Seconded by Arcand that this Zoning Ordinance #5 be approved by the council as submitted by the Planning Con. All ages. The clerk wasirstructed to have the same published as required by law and to secure 150 copies for the village is possible.
