FCRTY-SECOND MEETING - VILLAGE OF GEM LAKE COUNCIL <br />FEBRUAhY 19th 1963 - HOFFMANS CONERS HALL <br />SECOND PUBLIC HEARING ON THE VILLAGE PLAN AND ZONING ORDINANCE - <br />AFTER NOTICE PLACED IN THE WHITE BEAR PRESS AND SEPARATE NOTICES <br />PLACED IN EACH MAIL BOX BY THE CLERK, <br />Mayor Hoffman opened the public hearing at 8:25 PM, by introducing <br />Judson Bemis, Chairman of the Village Planning Committee to about <br />ten Residents of the Village and the Council. <br />Bemis reviewed again the activities of the Planning Committee and <br />theCouncil with Midwest Planning & Research Inc, professional <br />consultants in this field. He also mentioned the first public hearing <br />on this subject had been held on December llth 1962, Bemis then asked <br />Howard Dahlgren of Midwest Planning And Research Inc., to review <br />the Zoning Ordinance and its importance to the group. <br />Dahlgren explained that the effort had been first to determine what <br />kind of a community Gem Lake was now and then in comsultation with <br />the Planning, Com. and the Council, what kind of community was desired <br />for the future.After the latter determination they prepared an a <br />Zoning Ordinance which all. believed would aim the village in the <br />direction most desired by the residents. <br />Dahlgren went over the maps and visual explanations of what was to <br />be accomplished by the ordinance - and again emphasized that no such <br />ordinance wasperfect and no doubt would have to be changed from time <br />to time, but did give us a course to follow at the moment. <br />After some not very active discussion and no suggestions the public <br />hearing was adjourned at 9:15 PM. Following_ the hearing_ the council <br />met for its business session. <br />1. The Mayor called the meeting to order at 9:25 0M. <br />2. The Clerk called the roll - <br />Present - Hoffman, Arcand, Gray, J.MorFan and D. Hoffman <br />Absent - Allan Hansen <br />3. The clerk read the minutes of the previous meeting held January <br />15th, 1963. Moved by Gray and Seconded by Arcand that same be <br />approved as read. All ayes, <br />4-Presentations from the floor - none <br />5. Reports of Committees - <br />a. ?semis chairman of the Village Planning Committee, submitted <br />the Zoning Ordinance and recommended to the Council that same <br />be approved. He also advised that the ordinance had been <br />-y approved by Francis D. Butler, village attorney. This will be <br />Village Ordinance #5. <br />Moved by Gray and Seconded by Arcand that this Zoning Ordinance <br />#5 be approved by the council as submitted by the Planning Con. <br />All ages. <br />The clerk wasirstructed to have the same published as required <br />by law and to secure 150 copies for the village is possible. <br />
