February 26th 1964 To the Village: of Gem Lake Council Re Application from Gilbert C. Foster, of 40.31 Scheuneman Road for a "Special Use Permit" under Section 5.6 of Zoning Ordinance:: #5, published .March.14th 1963. 1. 'Though Se:ctiob 7.3 (l) provides for a "special use permit" for "grolf courses- and other non-commercial recreation areas and facilities atoll in R--1 Residential Districts and such activities are .agerin, provided. .for in Section? 9.3 (1) in Re.3 Residential Distr1a'ts, nd provision i.s made in Ordinance #5* for commercial golf -courses, 2. Section-" 5.6 (1) through 5..6 (50 .of Zoning Ordinance #5 do. provide however for. 4'*spacial use permits" which may be applied for to the Planning Committee. 3. Mr. G: lITaert C. Foster started his. commercial golf course project in Zone R-; prior to the formulation -etd publidatidh by the Village ofv Gez Lake of Odinance #5 and has been assured by the Village fturicil that he would secure a 0speo1al use permit" for this purpose, 4. The Pkanning Committee has received from Mr. Foster in his letter of January 22nd 1964 a request for suoh a special use permit and hereby recommends to the Village C6=eil that such a special use permit be granted to Nr. Foster, subject, however to the folloii ng reetrietions:- a. Off Street Parking areas must conform to Section #16 of ordin- ance #5., and the apIllicant must submit to the Planning Committee " a site. plan drawn to scale. and dimensioned indicating the. location of off street parking spaces". b. Signs must conforn. to Section ,,-L15 of Ordinance #5, as applied to Zone R--3 -- Section 15.2. o. Buildings must conform to the provisions of Section #9 of Ordinance #5 referring to Zone: #11-3. d.
