August 23rd 1960 <br />SPECIAL MEETING:— OF THE GEM LAKE COUNCIL AND; <br />MEMBERS OF THE PLANNING COMMITTEE.* <br />At Hoffmans Corners Hall — Monday August 22nd 1960 at 8:00 PM <br />Subject — Planning of area and in particularo; a proposed subdivision* <br />Present Hoffman,Hanson,,;Arcand,,Gray,,Morgand,,Bemisa,Daniels and Opstads* <br />1. Mrs Howard Dahlgren of "Midwest Planning & Research Inc" — Tel. <br />Federal 9-8953 (Home Franklin 7-6316) was introduced and explained <br />to us that his firm had been retained as consultants by some 25 comm— <br />unities in the Twin Cities# and in particular Sunfish Lake and Mendota <br />Heights,: whose problems were somewhat similar to ours.He not only works <br />out the original problems but in many cases is retained afterwards for <br />continuous consulation and/or occasional help on a per diem basis... <br />2, Oahlgren pointed out that there were four important steps in the <br />process of working out a plan,,, as follows;— <br />a. Prepare a basic map showing exactly what the village has at the <br />moment.It is from this background that reasonable objectives and <br />standards can be set for the future. <br />bb Work up a Zoning plan which points up the objectives which the <br />village has in mind for the future, In short - in what Find of <br />community do we wish to lave in the future ? The planner suggests <br />the ideas from his experience, <br />,.but in the final analysis;,; the <br />planning committee and the opuneil have to make the decisions'' <br />c# Work up the subdivision regulations,, because these are the controls <br />which enable the village to aim development in the desired direction, <br />d, Prepare building cedes and other details which help to snake the <br />above controls reasonable and workable.He pointed out that if b,, <br />cg, and d are reasonable they will not likely be upset by the <br />courts, because the law is intended to give a village adequate <br />protection in planning its future. <br />2. Oahlgren talked for nearly two hours so it is not possible to cover <br />all the matters which he mentioned. His procedure would be to make <br />up a proposal outlining the things that should be done and how they <br />would help us to get them done and the approximate cost of the various <br />steps in the procedurepThe most time sonsuming part of the job is,, of <br />course, meetings with the planning committee and the council to secure <br />final decisions on details, Sunfish Lake took about 8 months with about <br />ten meetings. ThEn the plan has to be sold to the residents of the village <br />through the process of open hearings and discussions which he handless <br />3 Oahlgren pointed out that we could hold up building permits or sub— <br />division approval for a reasonable time if we are actively engaged <br />in preparing a plan#He also pointed out that both private individuals <br />and dvelopers tend to want a good plan because it protects them t000,, <br />against a bad development which would damage their values. <br />4. Dahlgren recommended that the planning committee be composed of from <br />five to seven people - that it work with the council members — that <br />it can be informal until the point at which the finished productz is <br />submitted to the council for actiods- that the members be intelligent, <br />` opera minded,, and if possible have no axes to grind, <br />
