W--,-7L; State Statues require Cities to certify their preliminary property tax levies by September 30"' this year. Once the preliminary property tax levy is approved and certified to the County.Auditor, the City can lower the. levy during the remaining budget process but cannot exceed.the certified .preliminary levy. For this reason, most Cities certify:a preliminary levy using worst -case budget scenarios, which is the case with the Mayor's 2020 preliminary property levy and budget.. The 2.020 preliminary property tax levy is proposed at $578.,773; which is a 21.952% increase over 2019 certified preliminary property tax levy. The 2020 preliminary property tax levy consists of a debt levy of $81,835.00 (au increase from 2010 preliminary debt levy of $783 601.00) and the general operating levy of $496,938.00 (an increase of25,493% over 201.9 preliminary tax levy): The following changes were made from the 2019 adopted budget as a basis for the 2020 proposed. preliminary property tax levy: L Based on the 2015 Refunding.Bond schedule the debt levy for 2020 is set for $76;918,00. In 2019' the debt levy was $77,989.00, 20.18, the debt levy was: set at $84,.39.9.00 and. $75,987.00 in 2017. For 2020., there are no.reserves available to reduce the levy at this time. In addition, in 2018; the City issued bonds for the improvements on Scheuneman Road and the 2020 debt levy for this issue is $4,917 compared to $612.00.in 2019. The two of these .debt levies makes up the City's 2020 debt levy of $81,835. 2. Licenses and Permits decreased $5;7.00 for less building activity. 3. City Council contingency increased $5,000 to $15,000. 4. Police budget was increased 10.13% to $80,835 per the City of White Bear Lake.. The budget. includes the addition of a new officer position. 5: Based on budget numbers provided by the City of White Bear Lake the cost of fire services could increase 15.67% to $25,245.00, Increase is due to transition to a combination full0timelpart-time staffing model and the replacement. of the 199.8 ladder truck. 6. Election services increased. to $14,925.00 from $1.0,650.00 based on. Ramsey County Election Department budget numbers. 7. Building Inspections activity is being increased to $40,5.79 and includes the part-time inspector to help with building activities. that was included in the 2019 but has not been hired. 8.
