WHITE BEAR LAKE PO <br />CROSSWALK <br />ENFORCEMENT <br />2019 FINAL REPORT <br />�w�ww�wwwwwwswwwwwwwwwwwwwwwwwwwwwwwwwww�wwwwwwwwwwwwwrrrr <br />During the summer of 2019, officers from the White Bear Lake Police <br />Department conducted five (5) 4-hour pedestrian crosswalk safety <br />initiatives at a total of eleven (11) different marked crosswalk locations <br />in the City of White Bear Lake and one (1) marked crosswalk in the <br />City of Gem Lake. <br />This initiative was designed to educate the public on Minnesota <br />crosswalk laws and ultimately help prevent a pedestrian involved motor <br />vehicle crash in a crosswalk. <br />Final Statistics: <br />• 107 vehicles were stopped by officers. <br />90 drivers were cited for failing to yield to the right-of-way of a pedestrian in a <br />marked crosswalk. 1 of these drivers was cited twice within two months. <br />• S drivers did not have a driver's license or their license was suspended, <br />revoked, or cancelled. <br />4 drivers were given a verbal warning for failing to yield to the right-of-way of a <br />pedestrian in a marked crosswalk. <br />• 3 drivers were cited for not wearing a seat belt. <br />• 2 drivers were cited for speeding. <br />• 1 missing vulnerable adult was located. <br />• 100% compliance was achieved at the intersection of Bald Eagle Avenue & <br />911' Street on July 81". Officers were at the intersection for t hour and every <br />vehicle stopped for the pedestrians in the marked crosswalk. <br />Enforcement Findings: <br />Of the 107 vehicles stopped by officers, many of the cited drivers reported <br />they were not distracted and saw the pedestrians in the crosswalk; most <br />stated they didn't know they needed to stop. One driver told an officer, <br />"My husband yells at me all the time for not stopping for pedestrians! <br />Other statements made by cited drivers included: "l was speeding and couldn't <br />stop safely." "( was distracted by my GPS. " "1 was eating. " `Y had funnel visors. " <br />"l was on the phone. " "l was distracted, looking for a garage sale." <br />
