City of Gem Lake <br />City Council Meeting —August 8, 2018 <br />Meeting Minutes <br />Mayor Uzpen tailed the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, luny and Lindner <br />were present. Councilmember Caciappo was absent (excused)..Others in attendance: City Attorney Chad <br />Lemons, City Engineer Justin Gese.,.City Finance. Director Torn Kelly, Laurel Amlee, John Birkeland, Greg <br />Marti, Peter OswaId,..Dennis Olson and an unnamed. reporter from the White Bear Press. <br />August S. 2018, Agenda <br />The agenda was amended to table the following items to the September City Council meeting. free <br />policy, Resolution 2018-23, Approval of HyVee development on Hoffman Road, Liquor Ordinance #9. <br />The following items were added to the agenda, appoint Gloria Tessier as interim city clerk and discuss <br />traffic on Goose Lake Road. A motion was made by,Councilmember Artig=Swomley, seconded by <br />Councilmember Lindner to approve the agenda with changes for August 8;.2018, motion passed. <br />Agenda approved. <br />Minutes <br />A motion was made by Councilmember Artig=Swomley; seconded by Councilmember Lindner to approve <br />the July 10, 2018, City Council minutes. Motion passed, minutes approved. <br />Committee Reports <br />Planning Commissioner Chair Ben Johnson reported on the planning commission meeting that took <br />place 0n Tuesday, August 7. The council met to discuss the liquar.ordinance and update on HyVee. John <br />Bieke land, property owner of Cafe. Cravings, Country Lounge; White Bear Floral and several homes on <br />the south side of Hoffman Road brought up his concerns about the cost of repair replace in the future of <br />Hoffman Road. .He estimates the costs to .be over a milliondollars and would cause him to go out of <br />business. He is.in favor of the HyVee, howeverjust concerned aboutthe cost of redoing Hoffman Road. <br />if and when that takes place. Motion passed; Resolution approved. <br />Continuing Disclosure Certificate for.Mers as Our Bond Representative <br />Finance. Director Tom I(elly gave an overview of changes since.1995 (EMMA and FCQ requirements for <br />bonds. Councilmember Artig:Swomley made a motion to approve the contract with Ehlers as our bond <br />representative, seconded by Councilmember Lindner.
