Hy-Vee.proposes 85 spaces <br />including the fueling stations. <br />Total surface coverage of the site is not to exceed 80%. 69.4°Ia of the site is proposed to <br />be covered by impervious surfacing. <br />Several consultants and government. agencies are. reviewing Hy-Vee's proposed plans. <br />Their review and redo mmendationslrequire nments are summarized below: <br />1. MnDOT updated information attached <br />2. Ramsey County — <br />3. The Ramsey Washington Metro Watershed District — has issued a permit <br />4. The MPCA _ an NPDES permit will be required. prior to :construction <br />beginning. <br />5. The City Engineer <br />6. The City Architect— provided comments which are attached. <br />7. The City Traffic Engineer — <br />8. The City Fite Inspector -- review provided July 6, 2018 <br />9. The City of Vadnais Heights — has. approved detachment and annexation.of <br />the property owned by Mr. Weldoch.and proposed for development by Hy- <br />Vee at their August 14th meeting. The terms of the detachment by Vadnals <br />heights have been satisfied by the current landowner. <br />The fallowing actions must be taken by the City Council .in order to approve the Hy-Vee <br />as requested, They include: <br />1. Consolidated Land Use Ordinance Amendment. The amendment to. the ordinance <br />would add the following uses to the list of uses contitionally permitted in the <br />Gateway Zone: convenience store with fuel islands, liquor store, coffee shop and <br />restaurant. <br />1:13. Amend.Section 9.10.5 A of the Consolidated Land Use Ordinance which requires <br />the primary entry side of commercial buildings to have a minimum of 60% of the <br />1 sr floor fagade that faces.a public:street shall be windows or doors of clear fig htly- <br />tinted glass. <br />Hy-Vee is proposing 35% glass windows and doors. Section 9.1.0:5 A-2 can be <br />amended to change the 60% requirement to 35%. <br />2. Vacation of Public Right -of -Way. Hy-Vee is requesting the City to vacate a strip of <br />right-of-way along Hoffman Road between. the southernmost portion of the site up <br />to County Road E.
