Luther:Cadillac Project Staff Report April. 10, 2=.
Gem Lake City Council Page 4.
5.
Watershed
The suiiject parcel is located within the Rarrisey-Washington Mo" Watershed District. The District noted
the.p.lans from the'applicant:meet their requirements, and that:they*can issue their permits.upon
completion of a stormwater maintenance agreement with the applicant..
MnDOT
Due to the proximity with Highway 61, the Department of Transportation was notified for comments
regarding the project. -At time. of this staff report, MnDOT has not provided any comments to the city on
the project.
Engineering
The%City Engineer was able to -review the submitted plans, and noted that there was no issues/comments
to address.
The applicant noted during the Planning Commission meeting on April 121" an interest in utilizing the
portion of ROW along Highway 61 that was formerly used to access the now -razed house on the parcel
as a temporary access. during construction of the project. The engineer noted that since this `road' along
the west end .of the parcel is a driveway that served-the.old house, and since it was not designed to
accommodate construction equipment; that using1his as a temporary access during construction would
not be permitted. The applicant would still have access to the site through Vadnais Heights. Recent
paving work on Hoffman Road also could be damaged if using it to access the project site.
Figure 2: Aerial of area showing right -of --way and the driveway along parcels 3524 and:3516
