Gem Lake 2040. Comprehensive. Plan is a planning tool intended io gWdgthe 4tpu a growth and. development. of the City o%:a manner that conforms with metropolitan. system plans and complies NOhthe. Metropolitan Land Planning Act and other applicable planning statutes; and WHEREAS; the: proposed City of Gem Lake 2040 Comprehensive Plan reflects a community planning process involving elected officials, appointed officials, city staff, community organizations, the public at large, developers, and other stakeholders; and WHEREAS, pursuant to Minnesota Statutes section.473.858,.the proposed 2040 Comprehensive Plan was subm`tted to: adjacent govemmentai.agencies and affected special distrlets and: school districts.for review and comment on January 18, 20I9;.and WHEREAS, the Gem Lake'City Council*co6&iderW:theproposed 2040 Comprehensive Plan and'all public comments, held a duly notice public hearing,-and:approved -the plan.for submission.to the Metropolitan Council,bn September 1.5, 2020, and WHEREAS, at its regular meeting on May25, 2622, the Metropolitan Council .completed its review of the proposed 2040 Comprehensive Plan :and found t1m.the Plan.,meets the requirements :of the Metropolitan La#td: Planning Act; conforms to the metropolitan:system.plens for transportation, water resources, and parks; is consistent with the Thrive MSP 2040 documents and policies; and is compatible with the plans of adjacent jurisdictions and affected special districts and school districts; and WHEREAS, the 2040 proposed Comprehensive Plan includes all,tevisioris Wade during the review process and responds to:additional advisory comments that are part pfthe Metropolitan`Council's actions authorizing the. City of Gem Lake to place its proposed.2Q40 Comprehensive Plan into. eflect;-and; and NOW, THEREFORE BE IT RESOLVED;that.the. City Counci.fofGem Lake that the.20.40 Comprehensive.Plan is adopted..and is effective as of the date•ofthis resolution.. BE IT FURTHER RESOLVED;that; pursuantt6'se6tions 473.864 and.473.865 of the Metropolitan Land Planning Act, the City .will: (.1) review its fiscal devices and. official controls;. (2) if necessary, amend its fiscal -deoces.and official. controls to ensnr4they-dd not:cottfllict with the 2040 Comprehensive Plan or permit. activity in conflict with. metropolitan system plans; and (3) submit amendments to fiscal devices -or -official controls to the .Metiopoiitan Council for information purposes.
