June 29, 2018 <br />RE: HyVee C-Store - Preliminary Site Plan Review <br />SEH No. GEMLK 145993 14M <br />MEMORANDUM <br />Below find our preliminary site plan review comments for the HyVee-- Gem Lake C-Stare plans dated June 12, <br />ant Attached.spreadsheet.includes additional detailed .review cornments. Further discussion is required on <br />these items with the Council. <br />I. The developer is proposingthat.the City vacate a.portion of the City.'s R/W for ponding; utilities, drive lanes, <br />landscaping, etc. Our recommendation to the City is not to grant this request.. Things for the. Council to <br />consider: <br />a. What is being offered in .return? <br />b. What is the land worth to the City and is the City planning to sell the land to the developer? <br />c. The City's Land Use ordinance for this area identifies the potential for a parkway style roadway with farge <br />expansive landscape medians, which would require larger than pormal rlw, <br />d. City should consider an encroachment permit; or an easement; or a license agreement for these uses <br />instead, rather than giving them land. <br />e. What precedence is this setting? <br />f. What does. tale City Council want to do with this area.and Hoffman Rd.? <br />g. City needs to be aware treat there is currently nothing preventing traffic hack ups out: onto. H. offman Rd <br />from the drive through. <br />2, Currently there are ponds, landscaping, utilities, drive through lane, and berms planned between the two <br />driveways appears to be in the public right-of-way. The city`.s design standards do not all this. <br />3. More discussion is needed on the water Service connection location to avoid. future shut. downs when the City <br />main is extended. <br />4. They need to submit the 13MP rnaintenance plan before the development plan is. approved by the City, not <br />after. <br />5.
