MEMORANDUM <br />TO: <br />PLANNING COMMISSION <br />FROM: <br />TOM RIEDESEL <br />DATE: <br />JUNE 25, 2018 <br />SUBJECT: USE OF RETAIL SPACE FOR A MEADERY BREWERY FOR HONEY <br />WINE <br />REQUEST: ZONING ORDINANCE AMENDMENT, CONDITIONAL USE PERMIT <br />LOCATION: 1601 COUNTY ROAD E <br />APPLICANT:..JOSHUA ECKTON <br />ZONING: GATEWAY ZONE, NEIGHBORHOOD CENTER <br />Mr. Eckton is requesting City approval:to run his business from. one of the suits at 1.601 <br />County Road E. The site is located at the corner of County Road E. and Scheuneman <br />Road and is currently vacant. The cornersu€te is where Mr. Eckton would like to open. his <br />business. Additional businesses located in the small strip center include Al's. Gun Shop <br />and 2nd Hand Tools; facing County Road E and McDough Vending facing Scheurieman <br />Road (to be occupied by Mr. Eckton) and St. Paul. Smiles (making dental. ceramics). A <br />former auto repair shop faces east:at the rear of the building is vacant. There is. also a <br />residential apartment in the upper level of the building. <br />Mr. Eck.ton would occupy 638 square feet of the building if approved. The interior of the <br />building would have. a retail area serving food, drink and merchandise. Eleven tables <br />(serving up to 4 each) and a.bar:stoo€s are proposed. The brewinglmanufacturing. area is <br />proposed to be 286 square feet in size. One restroom is proposed also. <br />The use, since it will manufacture and serve alcohol, requires City approval of both an <br />on -sale and off -sale liquor license. <br />Currently, the Consolidated Land use Ordinance lists the following uses which are <br />permitted: <br />A) General. Terms and Permitted Uses.: The Building Type Templates assign <br />categories of uses to certain floors of a building. When multiple use categories <br />are listed and separated by a slash (such as "office/retail"), the uses may be <br />combined on the floor at the discretion of the owner or occupant of the <br />building. When multiple use categories are stated as alternatives (such as <br />"office or residential") the floor may only be assigned one category of use, <br />at the discretion of the owner or occupant of the building.
