application of a use category to the particular building; The categorical terms <br />are defined as follows: <br />Residential., Premises: for long-term human dwelling. <br />Office. Non-residential premises used for administrative, clerical, <br />professional or similar activities. Office as used in this section includes <br />medical and. dental offices used by five (5) or fewer medical principals <br />(doctor, dentist, chiropractor or similar professional Q. <br />Retail. Premises for the sale of merchandise and food service. For <br />purposes of this Section, banks with teller service are considered "retail" <br />instead of "office.." Athletic clubs and fitness centers that are not the primary <br />use of the building space are considered a "retail" use.. Certain personal <br />'service businesses. are considered "retail" if not the primary use of a building <br />barbershop/beauty salon; clothing rental and dry cleaning pickup (but not on - <br />site processing); and tailor shops. <br />Commercial. Premises for the conduct. of the following activities, which are <br />not included within. the meaning. of `office" or "retail" for purposes of this <br />Section:.; Athletic club/fitness center (when primary or only use of building <br />space); business school or trade school; veterinary clinic; funeral home; <br />hotel.; recreational primary use (such as a bowling alley); cabinet and <br />carpentry shops, heating, plumbing or electrical sales and service; printing <br />shop, upholstery shop, warehousing. Conditional uses of space assigned <br />as "commercial" are: car wash; light Industrial uses which manufacture, <br />process, store and distribute foods and materials not likely to create <br />offensive noise, odors, vibrations, dust smoke., heat; glare or other <br />objectionable influences and are in general dependent upon raw materials <br />refined elsewhere. <br />On -sale and off -sale liquor are not listed as permitted or conditionally permitted under the <br />Retail heading. Uses which manufacture; process, store and distribute foods is listed as <br />a Conditional Use under the Commercial Heading.. <br />The meadery use could fall under this heading but the distribution of alcohol will require <br />an off -sale license. The City of Gem Lake. may wait to consider modifying the list of <br />permitted and conditional uses to address this specific use. On/off sale liquor could be <br />added to the list or in the alternative, microbrewery. The use could be permitted under the. <br />"retail" reading also. Identifying a more specific use and adding that use to the list. of <br />allow . d uses plus eliminating "retail" may keep out certain uses: which may not be wanted <br />In the City. <br />Parking.- Section 20.5 of the Consolidated land.
