<br />updates. Construction is.set to begin March 2023 and the project is sett. be substantially complete June..

<br />Understate law, cities .must adopt a proposed. propertylax. levy by September 30 of each year.. The
<br />proposed levy will be used to produce parcel -specific .taxpayer notices, also referred -to as.truth-in-taitatibh

<br />,City.Treasurer Tom: Kelly gave an. overview of the.2023. prelirnl'nary property tax levy is proposed. at
<br />$748,879, which is a 23.150%. increase from the 2022 per preliminary.property tax levy. The 2%023
<br />preliminary property tax levy consists of a debt levy of $84;419.00 (a decrease from 2022.preIiminary debt
<br />levy of $2,864.00) and the: general: operating.1evy of $664,4K1.00'.(aiti increase of27.59% from:the 2022
<br />Ofeliminary tax levy).
<br />The following changes were. made from the 2022 adopted budget as a basis for the 2023 .proposed
<br />preliminary property tax levy,
<br />1. Based on fhe 20.15 Refunding Bond schedule the debt levy. for 2023 is set for $77,',110d: In
<br />addition, in261gi the City-isstted bonds for. the improvements on Scheuneman Road' and1he.202-8
<br />debt levy for this issue .is $6,545.00. The two of these debt levies makes up the City's 2023 debt
<br />levy of $84,418.
<br />2. Licenses and Permits increased $2,550 based.on 2022 and past activity.
<br />3- 'City Copticil contingency was increased to S25X0 (was $9,000).
<br />4.. 'Clerk/General Governtnentbudget includes for health insurance coverage and a wage:
<br />increase'of 5% for the Clerk.
<br />5.. Clerk/General Govetument budget includes $50,600 founew software.
<br />6. Police budget was increased U.16%to $1.17;0.00 based on the City of White:Bear Lake. budget
<br />provided.
<br />7. The cost of fire services could increase 15.96"% to $34;025.00.
<br />8. Removed the:1:14,579 for the code enforcement position in the -Building inspections departmeht,
<br />9. Road Maintenance budgei includes $25,000 for road rnaintenaned/repair:andSl5,000 for trimming
<br />boulevard trees.
<br />ib, Salt/sand remain at $.15,000 and snow plowing contract increased -from $17,066 to $20,000.
<br />I L Included a park maintenance budget of $6,000 for ppintaining the trail area near the Villas of
<br />Gem Lake.
