City of Woodbury <br />Washington County, Minnesota <br />Ordinance No. 2025 <br />An Ordinance of -the City of Woodbury, Washington County, Minnesota Amending <br />Chapter 11., Licenses, Permits and Miscellaneous Business Regulations by adding <br />Article XV, Cannabinoid Products <br />THE CITY COUNCIL OF THE CITY OF WOODBURY, WASHINGTON'COUNTY, MINNI,$CTA. <br />DOES ORDAIN: <br />That Article XV, Cannabinoid Proclttcts*Js hereby added -to Chapter 11, Licenses, Permits <br />and Miscellaneous Business regulations. <br />Article XV; Cannabinoid Products <br />DIVISION 1. GENERALLY <br />Sec. <br />The:purpose of this Section is to regulate the sale of legalized adult -use of Cannabinoid <br />products and that meets the requirements tb:be sold�for human or animal consumptionunder <br />Minnesota Statutes, section 151.72 for the following ieasona; <br />(a) The City recognizes that, based on the most reliable and up-to-date scientific <br />evidence; the rapid introduction of newly legalized adult -die THC-products, <br />presents a significant potential threat to the public health,. safety., and welfare. of <br />the residents of Woodbury, and.particularly to youth. <br />(h) The City has the opportunity tobe proactive and make decisions that willmitigate <br />this -threat and reduce exposure.of young people to the products onto the marketing <br />of thiese products and improve.compliatire.among. cannabinoid product retailers with. <br />laws prohibiting the sale or marketing ofcannabinoidpro ducts to minors, <br />(e) A local regulatory system for Cannabinoid product retailers. is appropriate -to ensure <br />that retailers comply with cannabinoid product laws and business standards of the <br />City of Woodbury to protect the health, safety, and welfare of our youth and most <br />vulnerable residents: <br />(d) State law -requires cannabinoid product retailers to check the identification of <br />purchasers to verify that they are at least 21 years gage (Minn: Stat. i5x72, subd. <br />g(c)}; comply with certain packaging and labeling requirements to protect children. <br />and.youth (Id., subd. 5)., and meet.certain potericyand serving size requirements.(, 4. <br />subd.. Sa). <br />
