Currently he has his "subcontractor" renting the. property. Since May of.2006,.the City of Gem Lake has had violations with this property; specifically, operating a horne o.ccupa.tibn in a residential area (landscaping business).. In.20.06, Mr. Patrick O'Phelan was the registered owner of the:property, The City issued a citation to Mr. O'Phefan in 2006, but it is uncertain how ft was resolved because there are no notes 1n the file. According to records at Ramsey County Property Taxation: the propertywas .soId in 2009 .to Mr; Greg Fry. It!.2009-2011; Mr, Greg Fry; Bear Roofing, inc., applied for several permits for the property; updating the electrical, piurnb1ng and: added an addition to the property, .51nce 2012 the City.o.f Gem Lake has sent: numerous letters to Mr. Fry, asking hires to contact o.ur office about running a business in a.residentf(.aI area in. Gems Lake.. Mr: Fry has never responded to any of our letters until March 2.0, 2017. In November, 2016, the City of Gem Lake issued a citation to Mr. Fry`charging him.with running a home. business in a residential area, violation of City of Gem Lake Ordinance No.:85, section:1.l.and 1.2. The matter went to court,however i don't. have the official results. i did speak to Robb Olson, city prosecutor and he stated th.at.the fudge ordered a stay with no vioiation, fine of $200.00, no same or similar charges for one year. Prior to the.:tourt date the pro perty.was cieane.d. up. and no Bear Roofing trucks;. construction trailers. or debris is on the property, This brings us to the, City Councl.I rneeting tomorrow night. M.r Fry called me on March 29, 2017, and inquired about storing two:duM.p trailers at 8815 Scheuneman Road, that go back and forth — it would be 2 7 x 16 foot trailers, 1 asked: him what would be in the trailers, and after a push, he said roofing debris: I said so.your employee would be transporting the trailers back and forth and he said it's actually not his employee, it's a subcontractor.
