(11 } Phenols or other taste- or odor -producing. substances in concentrations which will or may cause the effluent from the treatment works or the water; into which it is discharged to. fail to meet applicable state or federal standards.. If a trap or separator is not properly maintained, the city may the system, including affected.city sewers, cleaned at the owner's expense.
