When reviewing Conditional and interim Use Permit applications, except for <br />residential building height, impact. on the following criteria shall be reviewed and <br />measured by the Planning Commission and City Council. <br />1. Adjacent uses. <br />2. Air and water quality: <br />3. Traffic generation. <br />4. Public safety and health. <br />5. Area aesthetics.. <br />S. Economic Impact on the entire area. <br />7. Consistency with the Comprehensive Municipal Plan, <br />S. Anticipated duration of the Conditional or Interim Use. <br />B) Residential Building Heights. When reviewing Conditional Use Permit <br />applications which deal exclusively with. residential building heights, the matter <br />shall be forwarded to the. Gem Lake Plan Review Commission who shall, in. a timely <br />manner, review all such applicabons.In accordance with criteria established and, <br />from time to time:, modified, by the Plan Review Commission. Upon completion of <br />the review, the Phan Review Commission shall forward .the application along with <br />its written recommendation to the City Council for consideration and approval.. or <br />denial at its next regular meeting. No review by the Planning. Commission as <br />required in Section 17.5.3 or Public Hearing as required in Section 17,5.4 shall be <br />required for this Conditional Use unless specif#cally ordered by the City Council. In <br />all such matters, the City Council shall be considered the Board of Appeals. <br />In addition Section 17.5.9 sets general standards which must be considered when <br />reviewing a Conditional. Use Permit. It states: <br />17.5.9 General Standards. All Conditional and Interim Uses shall comply with the <br />following general standards, <br />B) New Uses.. Shall conform as follows: <br />1 ] Compliance With a.[i zoning. and other regulations as may otherwise be <br />applicable; <br />2) The date or the event that will terminate the use can be identified with <br />certainty; <br />3) The existence of the Conditional or Interlm Use wil[ not impose additional. <br />costs on the public if it becomes necessary for the public to take the property <br />lh .the future; <br />4) The user agrees to any conditions of approval associated with the <br />approval of the Conditional or Interim Use Permit by the City Council, <br />eg <br />
