City may not amend an existing permit to reflect changes in this Ordinance until the permit term. has expired and is renewed, unless an amendment is necessary to eliminate an imminent threat to public health or safety. (g) Transfers The Operating Permit may not be transferred. A new owner shall apply for an Operating. Permit.
