As <br />1 stated. in my. previous email,: we would have preferred have some discussion with the City on .deterininirlg what exactly <br />the City wants,. <br />We have had discussion with Ryan Garcia, Met Council Rep, to.get some insight on what is needed. The answers. he <br />gave were vague, but Met Council :is willing to find out what is most important to the City and what the City wants. As you <br />are aware this becomes very difficult for us to estimate our level of effort; and which was a. large part of the issues last. <br />time. He also brought.up the. point that as the market forces make their way into Gem Lake, as we are seeing with the <br />Enclave ❑evelopment, based on the policies any new development will need to be 5 units.per acre: Again this topic was <br />another large part of the issues last time. <br />Also. to note <br />■ We've reviewed the Septernber 17, 2015 letter from MetCouncil and the only deadline noted in the document is <br />that the updated local comprehensive plan is due to the Met Council for review by ❑ecember 31, 2018. <br />Checking in with Ron Leaf regarding the SWMP (which is a. separate. document that will be. referenced into the <br />comp plan), the SVVMP needs to be:adopted by the City by December 31, 2018. We prefer earlier.. <br />■ Assuming the SWMP will be on the critical path and that the remaining portions of:the plan will be prepared during <br />the same time, below is our rough estimate of schedule, in order to meet the minimum deadline of December 31, <br />2018. <br />• One thing to note is that the estimateright reflects FYI .7 rates, so there may be 'increase of:approximately <br />3 - 56Ie. if the City decides to wait until 2018 to.get:.started. <br />we would prefer to get started much earlier than April if the City would like to have as much input as last time. <br />• April 2018 = Kick. Off Project with City Council <br />■ June 2018.- Submit SWMP to. watershed districts for review and comment {watersheds will collect comments from <br />MetCouncil} <br />• September 2018 - Adoption of:SWMP by City (after watershed approval) <br />October 2018. - City Council Approval of Draft: Comp Plan (for review submittal) <br />■. Novem ber/December.20I 8 - Submit Draft Comp Plan to MetCouncil for Review (assuming some wiggle room for <br />holiday season) <br />Total amount of calendar time = approximately 8 months minimum with no delays. <br />This.schedule does not allow much time:for review by the City. <br />Justin M.
