PROPERTY RIGHTS REVIEWED <br /> <br /> <br />The real estate interest reviewed is that of fee simple. <br /> <br /> <br />DATE OF INSPECTION <br /> <br /> <br />The undersigned appraiser certifies that they have personally inspected the <br />project area on September 1st, 2025, and subsequent times after including the <br />additional street segments added to the project area. <br /> <br /> <br /> <br />THE PROJECT <br /> <br /> <br />The City of Gem Lake is extending municipal water service to properties <br />along Goose Lake Road, Tessier Road, Haven Lane, Labore Road, Big Fox Road, <br />and Little Fox Lane in response to recent well testing. <br />The residents affected currently rely on private wells with limited <br />municipal service provided through earlier connections to Vadnais Heights and <br />White Bear Lake. <br />The project extends a 12-inch water main from Vadnais Heights along <br />Labore Road, with connections at Little Fox Lane and Goose Lake Road. With <br />supporting 6-inch water mains to local streets. This will be the most cost-effective <br />and feasible option for the area. <br />Vadnais Heights has adequate supply capacity and delivers safe, treated <br />water that meets all standards. The improvements will provide residents with <br />potable water, reliable pressures, and fire protection capacity, with construction <br />anticipated to remain largely within existing right-of-ways. <br /> <br /> <br /> <br /> <br />4
