City of Gem Lake, MN <br />Planning Commission Meeting <br />March 6th, 2012 <br />Call To Order of Planning Commission Meeting — By Faith Kuny at 7:02 P.M. <br />Call of Roll <br />Kuny _X_ Herzog _X_ Marier X Pratt X_ Wippich <br />Others in Attendance: Sign-up Sheet <br />Approval of Planning Commission Minutes and Agenda <br />• Planning Commission Agenda for this meeting (Accept Agenda) <br />• Planning Commission Minutes from February (Revise and/or Accept Minutes) <br />Old Business <br />• Look at sample binder for PC members - we discussed what everyone would like in <br />terms of City materials (Comp plan, Zoning, etc.). Some early estimates of copies <br />are coming in very high and we are still trying to figure out how to get what we <br />need for a reasonable cost. <br />• Informal meeting for development of Tom Hansen's property (March 121n) <br />Public Hearing <br />• None <br />New Business <br />• League of MN Cities Land Use Basics — Grasping the Ground Rules Overview <br />This course focused on understanding authority for land use. It is most easily <br />explained using tiers: <br />Tier I (the most authority) When drafting or changing Zoning/Subdivision <br />Ordinances and Comprehensive Plans, cities have a lot of discretion to make policy <br />choices and can consider almost any information, including the feelings of affected <br />landowners and opinions of concerned neighbors. <br />Tier 2 (some authority) For Variances, Conditional Use Permits and Subdivision <br />Applications, cities have some discretion, but must apply existing land use <br />regulations to the specific facts of a situation. <br />Tier 3 (limited) Cities have little discretion when making decisions about whether a <br />project meets technical standards. This should be left to professionals with the <br />technical skills. It includes Building Permits and Plan Reviews. <br />The course stressed the importance of adhering to rules for published notices, <br />timely responses, etc. <br />It also stressed that Cities need to put the reasons for their decisions in writing. <br />• Informal meeting for development of both Hansen properties with Jim McNulty <br />(March 14t') <br />Future Meetings <br />• Next Planning Commission meeting, April 3`d' 2012 at 7:00 P.M. <br />Adjournment <br />0 The meeting adjourned at _7:34pm_ <br />
