Gem Lake Planning Commission Minutes <br />Page 2 of 4 <br />Commissioner Pratt stated that the Gateway Ordinance was done with no <br />gardening in mind, giving the availability to leave land as is or development on <br />the land. <br />The Garden Overlay was created to be consistent with the Green Acres Program <br />of Ramsey County, which requires 10 acres. The Garden Overlay's intent was to <br />be a city-wide ordinance. The fact that residential zoning permits truck gardening <br />was overlooked at the time and Planning Commission recognizes that an issue <br />exists if the Garden Overlay is to be a city-wide ordinance. <br />At this time the land being vacant is not a cost to the City of Gem Lake. <br />The Planning Commission went over the wordage regarding a single plot of land <br />to be 10% of property to farm or one person farming the land. There is language <br />that can be taken out and it won't affect the impact of the ordinance. <br />The Planning Commission decided to go over the Garden Overlay again to see if <br />there is any definition that was unique to the Gateway Zone. The Commission <br />discussed using certain parts of the Garden Overlay, especially some of the <br />definitions, and inserting the wordage into the Gateway Ordinance and Zoning <br />Ordinance. <br />Keep the hours consistent and keep wordage simple. Be pro -active in <br />consistency and simple in wordage as land use specialists.
