increasing demands for service and additional space needs to accommodate <br />staff, equipment and materials also support the need for a new Joint Use City <br />Hall Building. <br />Demand for Projects <br />Due to increasing public awareness and escalating property values, a new <br />building is required to meet the demands of rapid population growth to <br />better serve the City's growing needs. <br />Estimated Cost of the Projects <br />See Project Summary for details of all project costs. <br />Availability of Public Resources <br />The city hall project is being funded by bond proceeds, township and county <br />funds. <br />Level of Overlapping Debt <br />The City currently has no overlapping CIP debt. <br />Relative Costs and Benefits of Alternative Uses of the Funds <br />This is a high priority due to the limited space available at this time. The <br />condition of the current building makes this project necessary for the City. <br />The cost of renting extra space for this type of facility makes it impractical. <br />There are no significant alternatives for funds designated for this project. <br />Operating Costs of the Proposed Improvements <br />All public service operation costs will increase as demand for these services <br />increases over time. Due to increases in physical dimensions of the new <br />proposed facility, operating costs will increase. A more energy efficient <br />building should help offset some of these increased costs. <br />Options for Shared Facilities with Other Cities or Local Government <br />The City will share the building with White Bear Township and the Ramsey <br />County Sheriffs Office for use as an interim town hall during renovation, as <br />Ehlers & Associates, Inc.
