Mayor Emeott and Councilwoman Artig-Swomley said this portion was <br />necessary so that the city has protocols in place to pass along cleanup costs to the <br />owner/perpetrator of the meth lab property. We also discussed how much are we willing <br />to define and if lack of definition provides a loophole for somebody's actions relating to <br />potential nuisances. <br />We next reviewed proposed section 1.2 and the definition of "noxious weeds as defined <br />by law or not." Many people have wooded areas or dandelions and are not really inclined <br />to want to deal with eradication of said weeds. We prefer a definition that parallels <br />Minnesota Statutes sections 18.76 through 18.88. This may very well preempt a resident <br />from having to remove "weeds" they may not want to remove. <br />Mr. Lindner asked Mayor Emeott to provide him with the copy of the remainder of the <br />nuisance ordinance and to schedule a public hearing for the March Planning Commission <br />meeting <br />Pawnbrokers <br />Because the city has listed pawnbrokers as requiring a license with an associated fee, our <br />attorney suggested we adopt an ordinance that spells out the administrative procedures <br />one needs to comply with in order to receive a pawnbroker license. The zoning <br />ordinance will also require a zoning district that will allow such an establishment to <br />operate in, probably as a conditional use. Both Retail Business and General Business <br />districts were suggested as possible locations. Again, this will receive a public hearing at <br />our March meeting. <br />Other ordinances <br />There are several other ordinances that will require drafting or modification based on our <br />1997 Comprehensive Plan and our city attorney's review of our existing ordinances. <br />Home occupations, streets, open space, environmental review, and more will all make <br />their way onto future agendas. Mr. Rafferty requested a list (either a checklist or a <br />scorecard) that shows what is the driving force behind including any such ordinance onto <br />our future agendas. Mayor Emeott already has a list he gleaned from the 1997 Comp <br />Plan that partially meets this request. <br />Unscheduled presentations <br />Hartford did not appear at our meeting. There was a general discussion on ordinances <br />that really didn't merit inclusion into the formal minutes (these items will all receive <br />Planning Commission attention at future meetings) so Mr. Lindner adjourned the meeting <br />at 8:30PM. <br />Jim Lindner <br />Planning Commission chair (Notice the lack of "interim" in this title.
