-� CITY OF GEM LAKE <br />4707 Hwy 61 #253 <br />White Bear Lake, MN 55110-3227 - <br />.�au�ii�ealt, ✓tfa� <br />Minutes of Gem Lake Annual NPDES public hearing <br />21 August 2007 <br />The August 2007 City of Gem Lake annual NPDES public hearing was called to order by Mayor Emeott on <br />Tuesday, August 21, 2007 at 7:04 pm in the first floor meeting room of Tousley Ford. Mayor Emeott, Councilors <br />Rasmussen, Schilling, Artig-Swomley, and Watson were present. Also present was City Attorney Trevor Oliver. <br />Other members of the public were also in attendance per the sign in sheet sent around the room. <br />Mayor Emeott reported the public notice for this meeting was published in the 15 August 207 White Bear Press. <br />This meeting purpose is 1) to report on Minimum Control Measures and Best Management Practices (MCM) <br />employed by the City on behalf of its citizens and businesses to eliminate pollution of storm water discharges into the <br />Mississippi River and 2) to report on efforts already implemented and receive comments or recommendations from <br />the public which may be incorporated into the City's Best Management Practices Program (BMP). Abbreviations <br />were defined at the bottom of the agenda. <br />Mayor Emeott explained that the City's Local Water Management Plan identifies where outflows of water exist <br />from within the city. In summary, while the center part of the city's water flows into Gem Lake, the outlying portion <br />of the city's water flows into the Mississippi River through various means. Councilor Watson briefly highlighted the <br />recommended best management practices in the plan. These include Public Education and Outreach, Public <br />Involvement and Participation, Illicit Discharge detection elimination, Construction site storm water controls, Post <br />Construction storm water controls, and Pollution Prevention. He indicated that there were many areas regarding <br />public education, involvement and participation that could be improved upon. <br />PUBLIC COMMENT: Mayor Emeott reported no written public comments received.
