feel is consistent with a vision for the next ten years. Another Putman plan that is <br />problematic is the use of roundabouts along County Road E, including a big roundabout <br />at the E-61 intersection. Such a plan would impact Vadnais Heights and MnDOT, and <br />likely should not be adopted until both of those entities are consulted and are in <br />agreement with Marc's plan. Marc's plan does not include the Barnett parcel or the <br />Vadnais Height corner of the E-61 intersection. Other parts of Marc's plan are very <br />attractive and we believe are readily accomplished. Mixed use across the several Hansen <br />parcels are one such attractive idea. Marc's density proposals reflect 3 units per acre as <br />required by the Met Council and that will likely make Gem Lake's plan acceptable to <br />Met Council reviewers. <br />Development moratorium <br />While we work to incorporate those portions of Marc's plan we agree with into the 20087 <br />comprehensive plan, we are faced with realities that could result in further piecemeal <br />development of Hoffinan's Corners, something that has been with the city since its <br />inception. We talked over the merits and detriments of imposing a development <br />moratorium to give the city time to decide how best to achieve the Gem Lake Gateway <br />vision. In the end, however, we declined to recommend the City Council impose a <br />moratorium as it invokes images of our past when we were seen as anti -development. <br />Even a limited moratorium focused on Hoffinan's Corners exclusively was viewed as <br />impractical. Given current market conditions, the Planning Commission believes we can <br />achieve a Gateway vision and accommodate development without artifical restrictions <br />like moratoriums. <br />Putman plan acceptance <br />Mayor Emeott informed the Planning Commission that there must be a Planning <br />Commission recommendation to accept Marc Putman's plan so that his invoice can be <br />paid. Upon a motion by Lindner seconded by Wippich, Marc's plan was recommended <br />for acceptance but not for formal adoption into our current or future comprehensive plan. <br />Commissioner Wippich reiterated his concerns that there needs to be a greater scope to <br />the Putman plan (Barnett parcel and areas east of Schueneman Road). The motion was <br />approved, 2-0. <br />There being no further discussion of merit, the meeting adjourned at 8:52PM.
