pending completion of this study and adoption of any amendments to the City's <br />official land use controls, as deemed necessary as a result of this study. <br />SECTION 3. TERM. The term of this Ordinance shall be for 9 months from the <br />date provided in Section 5 of this Ordinance or such time as the City Council <br />adopts amendments to the City's official land use controls as deemed necessary <br />as a result of this study. <br />SECTION 4. VARIANCES. <br />4-1. Variances from this Ordinance may be granted by the City Council based <br />upon a determination that a proposed project would be compatible with the <br />proposed building and zoning, and that such proposals would be in keeping with <br />the spirit and intent of this Ordinance. The procedures to be followed in applying <br />for application for a building permit shall include the following: <br />4-1.1. The applicant shall file a completed application form, together with <br />required exhibits, to the City. <br />4-1.2. The application shall set forth special circumstances or conditions <br />which the applicant alleges creates the need to act on the request prior to <br />expiration of this moratorium, and shall demonstrate that the proposed <br />project is compatible with the City's Zoning Ordinances. <br />4-1.3. The application shall be submitted to the Planning Commission for <br />its review and recommendation to the City Council. <br />4-1.4. The City Council may impose such restrictions upon the proposed <br />project as may be necessary to comply with the purpose and intent of this <br />Ordinance. <br />SECTION 5. EFFECTIVE DATE.
