LgK;E'S PARTICIPATION IN RAMSEY COUNTY FUNCTIONAL CONSOLIDATION .OF ROADWAYS BY ACCEPTING CERTAIN PORTIONS OF THE: PROPOSED ROADWAYS' AND AMENDING THE CONDITIONS. OF' SUCH AN ACCEPTANCE,. WHEREAS The 1991 Minnesota: Legislature established a Ramsey County Local Government Serviees.StUdy Commission to `'report on the advantages and disadvatitages: of sharing, Cooperating, restructuring, be consolidafin$.:.":activities in. areas of public sery ice including public works; and WHEREAS; the Gem Lake City Council did, by.ineans of.Resblution-No. 1993-07 agree to accept ownership of.certaiji Ramsey County roadways in the City of Gem Lakesubject.to certain corididons: and WHEREAS, The consolidation plan, provides far reclassification of roadways and corresponding changes in jurisdiction including ihe-transfer of. local and State Aid roadWO)h : between the County:and municipalities; and WHEREAS, .&Iieti6eman Road (County Road 147) from Otter Lake Road to. Trunk Highway 61., Igcated in the City of Lein Lake, is�presently under (lie jurisdiction of Ramsey County as a County Road; and - WHEREAS, This roadway has been determined to serve a local. function only; and W 13 EREAS, Revocation :of "County Road" status may be accomplished by resolution of the Ramsey. County Bdard of C'.ammissioners-pursuant to.Minnesota Statutes §163.11; and: WHEREAS. It appears...to the City Council of the. City of Gem .Lake that the street hereinafter described. upon turnback. from .Ramsey County. should be designated a City Street tinder the provisions of Minnesota Law; and WHEREAS. The. consolidation plan stipulates:that Ratnsej Cduntyshall improve* the roadway to acceptable levels prior to ttatis.lerriiig jurisdiction over roadway segments from Ramsey County to municipalities, and the Ramsey County Capital. Improvement Program provides funding for these iiriprovemertts; and WHEREAS; The. City`df Gem Lake desires to reconstruct Scheuneman Road from Otter Lake Road to Trunk Highway 61 ,and 'tund' the reconstruction project with Municipal State Aid Street.sourees, and $170,000* from Capital Improvement -Funds tot- Ramsey. County:Roadway Consolidation; Now, .Therefore, Be it RESOLVrD, The -City of Gem Lake does hereby concur.with the Ramsey County Board dComniissioners revoking tiie -county Road"status of Scheuneman Road (CountyRoad 147) from.Qtter.. Lake. Road -to Trunk Highway kl., and. transfetring jurisdiction over this roadway to the City of Gem Lake, effecfivc after the Ramsey County Office .of- Budgeting and Accotent'iel; It3s encumbered the funds necessary to fund this. reconstru project, and. atter the. County is.in receipt of art adopted resolution from the City ofGem. Lake concurring vvith.tlte. County revoking the "County Road" status of Scheuneman (toad ft-om Otter Lake. Road to Trunk Highway 01.; and. Be It. Further RESOLVED, That the County «rill pay to the City as just compensation for this jurisdiction transfer.
