CITY OF GEM LAKE RESOLUTION NO.2064-22 2O *SEPTEMBER .2004 A RESOLUTION EMPOWERING THE CITY CLERK AND MAYOR TO ENTER INTO A JOINT POWERS AGREEMENT WITH RAMSEY COUNTY AND THE CITY .OF VADNAIS HEIGHTS TO PROVIDE FOR COST.SHARING OF ENGINEERING -DESIGN SERVICES BY SEH FOR THE RECONSTRUCTION OF GOIJNTY ROAD KE" AND TRUNK HIGHWAY 61. WHEREAS, tiie City of.Gem;Lake, Ramscy.Coutity'and the Cityof Vadnais Heights have:desireto.enter:into a joint. agreement and effort providing .forthe.design of the intersection ofCountyRoad E and TH 61 including additiori of turn lanes, it new traffic si;"tla1 system, median construction and access improvements;° -and WHEREAS,:the-Ranuey County Public Works Department has programmed these improvements for 2005; and WHEREAS, preliminarystudies:atid reports which have been conducted by the City of Gem Lake, the City of Vadnais Heights. aiid R tnsey County indicate that it is -feasible, practical and teefinically proper to provide for the turn lanes, traffic signal, median construction and access hnprovetnents; and WH FREAS, the :subject road segments are .located wholly within the Cities of Gem Lake:.and Vadnais Heights; and �N' 14 EREAS, the City of Gem Lake, the City. of Vadnais Heights and Ramsey County have been. awarded µp-to. a maaiinutn of S tc T600 in the Minnesota Department ofTransportattan (MrVDOT) Cooperative Agreement funds for improvements to this intersection; and. WHEREAS, the Mn/DOT Cooperative Agreement Program requires that the local agencies.pr0ide.design services on the prO ject:.and WHEREAS, tlic City of Lakd has. retained the services oftt,professional engineering. consultant. SEH, to develop plans and specifications for the widenint ofTH:61 and:County Road E inclitdingaddition-ofturn lanes, a new traffic signal system, median. construction and access improvements *at the County Road EiTH 61 intersection; now, therefore; be ii: RESOLVED, that the City Council of the City of Gent Lake empowers the City Clerk and Ma}:or to execute on behalfofthe City. of Gcni Lake a. Joint Powers Agreement' for the.costsharing of design services to be.provided by the City Engineer, SEH, for the aforementioned improvements in an amount not to exceed $80,700 with the Cities of Gem Lake and Vadnais Heights each �issumimi S i 7.216 of said cost and .Ramsey County assuming $46,600 of said cost in accordance with the terms and conditions set forth in t1w Ramsey County Cooperative Agreement With The Cities.O.fGem Lake And.Vadnais Heights; and 1. HITHER RESOLVED; that the City Council of the City of Gem Lake.shall have no further. responsibility to the cost of the. p .(11uct except to acquire any such right-of-way in. the City of.Gem Lake as maybe necessary for completion of the project.
