UPP611T THE, 2806 BUDGET WITS CURRENT FORM.. <br />WHEREAS, VLAWN16 was organized in.1983 to -be the responsible.goventtnenta! unit:to provide:overs.i.ght a <br />managctnenttosee that the rei ttirementsoftheMetropolitanWater.11ranagernentActwereenforcedintheVadhaisLake <br />Watershedarea: and <br />WHEREAS, VLAWMO.'o%4r the years'has met the reclUirements.cifthe'Metropofitan Water NV gnagement.Act; and <br />WHEREAS, the member cpmmuttitiesofVLAWMO.havd enjoyed local control via appointmeittof a representative <br />to represtmt their community on the VLAWMQ Board; and. <br />WHIA ZEAS, the municipal membership of VL.AWIVIO has enjoyed thepresence of the Saint:.Paul Regional Water <br />Scrvices on the VLAWMO hoard, from both it technical and financial viewpoinuattd as the owner of land. adjacent to <br />Vadnais Luke and a user of the Vadnais Lake water for drinking water for the City of `Saint Paul and. several other <br />coittmunitie; and <br />W H-EREAS, the City ofGem Lake ackno«yledges thatthere are areas of VLA WMt)'. s authority that need to be improved <br />and is willing. to increase annual corttributiom to VLAWMO, it is felt that the most efficient means to deliver water <br />management:services at this..time is through a water management organization' and <br />WHEREAS, the City of Gem Lake believes ihat'a torinula.for funding VLAWM.O'st activities should be based on laird <br />area, population, and tax capacity; now therefore be it <br />RESOLVED, that the City Council of the.
