CITY OF GEM LAKE <br />RESOLUTION NO.2005-20 <br />I5 SEPTEMBER 2005 <br />A RESOLUTION 'i'O PARTICIPATE IN THE RAMSEY COUNTY WIDE <br />ALL -HAZARD MITIGATION PLAN.. <br />WHEREAS; The County of.Ramsey 1ivision of Emergency M anagement. and. Ho meland Security has participated in <br />the all-hazard.miitigation planning p rocess a% establ ished under the Disaster Mitigation Act of2000, Pub. L. No.:1.06-3.90, <br />and <br />WHEREAS, the Act: requi re.s all counties and municipalities to develop,'adopt and,maintain all -hazard mitigation plans <br />either independently or on a countywide, multi-jurs.•sdictionai basis; and <br />WHEREAS, such plans musrbewell integrated and coordinated to account for the fact .thathazards.in one jurisdiction <br />impact on other nearby jurisdictions; and <br />WHEREAS, the Act establishe§•g••fromework for the.development of -An .all -hazard tnitigatitin•p)an; and <br />WHEREAS, the Act as part, of the planning .process requires pt}bjic• involvement and lodal doordination among <br />neighboring`local units of government and businesses; and <br />WHEREAS., the plan must include mitigation strategy, including priorities, goals.and strategies and an action plan <br />identifying. specific ms.tigation projects and time frames.; and <br />WHEREAS, the plan must include an implementation and.maintenance process including plan updates; integration of <br />the pian•ihto other planning documents and how the County wiB maintain .public participation and coordination; and <br />WHEREA S;;Ram sey County Division.of Emergency Management and H omelan d Security has indicated it's.willingness <br />to coordinate these. efforts should the municipality so desire, and <br />WHEREAS; the plan will be.shared with all municipalities, the County Board. of Cbmmissioncrsand the State of <br />Minnesola Department of Public Safety; Division ofHornelanA-Seaurity and Emergency Management for coordination; <br />and <br />WHEREAS, adoption of the all -hazard mitigation plan will. make the municipalities and the. County.eligible to receive <br />Hazard Mitigation Grant Program (HMGPj project grants and Pre -Disaster Mitigation (PDM) Grant Frogram:grants; <br />and <br />WHEREAS, this Countywide All -Hazard Mitigation Plan.has been.approved by the Federal Emergency Management <br />Agency (FEMA). and by the State of Minnesota Department of Public Safety, .Division of Homeland Security and <br />Emergency Managgrnont for Ramsey Countyand fo any jurisdiction within. Ramsey County that chooses to adopt this <br />plan as their muniaipal.AI1-Hazard Mitigation Plan;. and <br />WHEREAS, this resolution does not ptechidd any municipality from preparing it's own plan in the future should .it <br />desire to do so; no* therefore be it <br />RESOLVED, that thc••City Council .of the City of 1`iP4t► .La[s.e supports the countywide: All -Hazard Mitigation Plan <br />development. effortt.and,.be it further <br />RESOLVED, that the City Council of the City of(iem Lake adopts this countywide All -Hazard Mitigation Plan as the <br />Alt -Hazard Mitigation Plan for. the. City of Geiit••La1ie; and, bd it further <br />RESOLVED, that the City .Council oftitc'City. of Ggm Lake requests tb6t.the Ramsey County Division of Emergency <br />Managementand.H.omolaod Securitycoordinate die All -Hazard Mitigation P lan. develop Men t and maintenance efforts <br />for the City of Gem Lake in the future: <br />Page• 3 of 5 <br />
