VLAWMO. is a Joint Powers ManagenienuOrganization established for tine General Purpose of: to (l ) <br />protect, presetve.and use natur0 surface and groundwater storage and. retention systetns;:.and, (2) minimize ripital <br />e\pendaures necessary to correct flooding and water quality problenis; and, (3) identifyartd piari for means to.e.ffectively <br />protect and improve surface and groundwater quality: and, (4) establish more. uniform local:policits and.official controls <br />f0l surface and groundwater management- acid (5.) prevent erosion of soil into surface water systems; and (6) promote <br />_,rotindwater recharge; and (7) protect and enhance fish .and wildlife habitat and water recreational facilities .and secure <br />wht:r behelits associated with the proper management of surface and groundwater: and <br />WHERFAS( members of the joint Powers Water Management Organization currently support VLAWMO through <br />general iitndbudgets .be utility fee budgets; and <br />WHEREAS, VLAWMO members have found this funding :method to' be inequitable with residents outside of <br />VLA WMO jurisdiction paying for two watershed budgets; and <br />WHERP-AS, tile. ab.ilily to levy for planning and implementation -of W.titer Plans and Projects is i#rovided id Water <br />M<tna�etiierit Organizatiotis (WMO) unde.r.Minnesota Statute Section 10113.24); and <br />WHEREAS, VLAVI'MQ has been advised that designation as:a Spe 'tal Taxin&District under Minnesota Statate.
