CITY OF GEM LAKE RESOLUTION NO. 2005-15- 15 Augus# 2005. -A RESOLUTION BY THECITY COUNCIL OFTHE CITY*OFGEWI LAKE t: PROM.O.Tl1NG.THE USEOF INTRASTATE MUTUAL —AID AGREEMENTS WHEREAS, Chapter I2, Section 12.331 :allows for Intrastate Mutual Aid, and direct, timely assistance. between jurisdictions is critical; and WHEREAS, the possibility ofthe'occurrence of natural and other disasters of major si 7e and destructiveness.exists and is increasing; and WHEREAS*, there is a need to ensure that preparations of the City of Gem Lake wili be adequate.to deaf with. disasters; generally protect the.pulilic peace. health; and safety; and preserve the lives and property of the people of the state; and WHEREAS, it is necessary to provide forthe rendering of.mutual aid among the political subdivisions of the state.and to -cooperate with the federal government with. respect to carrying out ernergeiicy ntanagetnent functions; and: WHEREAS, it.is the policy. of Minnesota that 9l1 emergency response functions of this state be•coordinated.to the maximum -extent with the comparable functions ofthestate govemmenE,.includingits various.departmentsandagencies, of other states and localities., and of .private agencies of every type, to.the end that the most. effective preparations and .uses may be. made of the states -*labor supply, resources, and 6cilities1or dealing with any disaster that may occur; and WHEREAS., the4ift.=r of each local organization for emergency management may; in ebllaboration With otltek public and :private agencies within th is state, develop dr .cause* to -be -developed mutual —aid. iftogements. for recipmeal ernergencv management aid and assistance in an emergency or disaster too great to be *dealt with unassisted. These arrangements must be consistent with the local emergency operations. plan and, in nine of emergency, each local organ nation for ernergenc:y management and its itiembers shall render assistance in accordance withthe provisions of the mutual- aid arrangements. Now, therefore; be it RESOLVED that.the City of Gem Lake promotes the eff.ciencyand effectiveness of intrastate mutual aid by designating 'a City of Getn Lake administrator. manager,.pubtic safety director, police chief;.sheriff(if.applicable),. fire chief, public works director. or other otticer.who, exercising discretion and considering the needs:ofthe political subdivision and its inhabitants; to dispatchequipment and. personnel as -considered necessary if a dangeroffire,.hazard, casualty, or another similar occurrence exists outside the political subdivision and by its suddenness itwould-be impractical forthe governing body of the City of Gettt Lake itself to authorize:the,dispatch-.ofequipmentand personnel to.combat that emergencyor disaster.
