CITY OF GEM LAKE .RESOLUTION NO.2005-20 15 SEPTEMBER 2005 A RESOLUTION TO..PARTICtPATE IN THE RAMSEY COUNTY WIDE ALL -:HAZARD lVllilTIGATIQN PLAN. WHERkA;a, The County of Ramsey Division.of Emergency Management and Horeland Security hus participated in the all -hazard mitigation planning process as established under the Disaster Mitigation Act-of2600, Pub. L. W to&390; and WHEREAS,..the Act.requires all counties. and municipalities td.ddvelop; adopt: and maintain all -hazard mitigation plans either iodependently or on a countywide; multi jurisdictional basis; and WHEREAS, such plans must -be well integrated and coordinated to account for the fact that hazards in one jurisdiction impact dil other nearby jurisdictions; and WHEREAS, the Actestablishes a framework for the development of an all -hazard mitigation plan;: and WHEREAS, the Act as part of the.plan ing process requires public involvemeni and local. coordination among neighboring local units of government and- businesses; and WHEREAS, the plan must include mitigation strategy; including.priorities,.goals and strategies and an action plan identifying specific mitigation projects :and time frames; and W HEOEAS, the plan mustAnclude an implementation and maintenance process including plan updates, integratidn of the pjan into. other planning documents and how the. County.wil.l maintain public participation and cobrdittation;.and WH ERT,AS,. Ratnsey.County Division ofEmergency Management.and Homeland Security has.indicated*it's•Wtillingness to coordinate. these. efforts.should the tunicipality so. desire; and WHEREAS, the plan will be shared with all municipalities, the -.County Board of Commissioners -and the State of Minnesota DepartmentofPublic Safety, Division ofHomeland Security.and Emergency Management for coordination; and WHEREAS; adoption of the all -hazard mitigation plan will make the municipalities and the County eligible.to receive .Hazard Mitigatiod-Ziant Program (HMGP) project grants and Pre -Disaster' Mitigation (.PDM) Grant Program grants; and WHEREAS, this Countywide All -Hazard .Mitigation Plan has been approved:by.tlte I=ederal .Emergency Management Agency .(FTMA) and by .the State of Minnesota Department. of Public Safety, Division of Homeland Security and Emergency Management for Ramsey County :and fo any jurisdiction within Ramsey County that chooses to adopt this planas. their municipal All -Hazard Mitigation Plan; and WHEREAS; this resolution does notprop1gaeany municipality from preparing.it':s own plan.in thefuture should it.desire to do so; no«, therefore be it RESOLVED, -that the City Council ,of the City or -Gem Lake supports the :countywide All -Hazard Mitigation Plan development edort; and, be it further RESOLVED. that the City Council -of the City of Gem Lake adopts this countywide AII-Hazard Mitigation Plan as the All -Hazard Mitigation .Plan for the Gity.of Gem Lake; *and, be it further RESOLVED, that the City Council of the City of Gem Cake requests tltat*the Ramsey County .Division of Emergency Management and Homeland Security coordinate the All -Hazard Mitigation Plan developmentand maintenance.efforis for the City of Gem: Lakein the future.
