CITY OF GEM LAKE <br />MINUTES OF CITY COUNCIL WORKSHOP <br />04 DECEMEER 2006 <br />Mayor Erneott convened the December City Council Workshop at 7:35 PM in the first floor meeting room of <br />Tousley Ford. The roll call indicatedMayor EtneoU and Councilors Bosak, Rasmussen, Watson and Schilling, Planning <br />Commission Chairman Lindner, and Planning Commissioners Rafferty and Wippich were present. Also present City <br />Clerk Magnuson, City Attorney. Oliver, City Engineer Gese, City Planner Jochum, Councilor -Elect Swom1ey,. City Intern <br />Powell. Members of the community present included Kim Anderson-Uzpen, Bob Uzpen, Dale. Swomley and Brian. <br />Hansen. <br />Mayor Emeott opened the meeting with discussion ofproposed Planned Unit Development (PUD). and Residential <br />Mixed Use. (RMU) additions to the Zoning Ordinance. Following his presentation, Mr. Oliver indicatedthat the RMU <br />portion.: of the proposal is redundant and that the PUD portion serves both concepts. Discussion with those present <br />followed with no action. taken. <br />Mayor Emcott then explained he felt a visualapproach to a vision statement might facilitatediscussion and <br />presented a large scale "proposed" land use map representing the various discussions of the Planning Commission and. <br />City Council over the last 15 months. He indicated this was generally representative of the land uses identified in the <br />36 point plan established. Discussion: of golf course rezoning as somewhat problematic relative to currentcourt cases <br />in other cities (Eagan and Eden Prairie). was introduced by Mr. Jochum.. Mr. Schilling drew a number of trails he felt <br />might be beneficial and all present participated in discussion .ofineritsand perils: ofthe plan. Mr. J:ochuin notedthatthere <br />is some LCMR. (lottery) grant money for trails available that.. should be considered. Discussion of the Institutional <br />Overlay used for the Montessori School as shown on the map followed. <br />Mayor Emeott then presented an updated sewer map for discussion siting the possible need for redistricting the <br />sewer into additional sections. <br />Lindner presented the idea of creating a historic district . Jochuin cautioned and indicatedproblems with the idea. <br />Mr. Jochum then indicated he felt a series .of.cammunity meetings held by his staff and the planning commission <br />would better facilitate the visionprocess than a community questionnaire. Following thevision meetings, a conclusion <br />statement .might be more beneficial with yet additional coin/tent requested. <br />Following additional discussion, Mayor Emeott. thanked all in attendance for coming this evening.
