U.S. Department of Justice
Office of Justice Programs
Bureau of Justice Assistance
Washington. De 20531
June 1, 1994
Sheriff Charles Zacharias
Ramsey County Sheriff's Dept
14 West Kellogg Boulevard
Saint Paul, MN 55102
Re: 4-B366-MN-DM
Dear Sheriff Zacharias:
Thank you for submitting your grant application to the
Police Hiring Supplement Program. We received 2,760 applications
for grants to hire additional sworn law enforcement -officers.
The competition for these grants was very intense. With program
funds limited to $150 million, we were able to award 250 grants,
or fewer than in 10 of all who applied. Your application was
not among the few accepted for funding.
Your application, along with all others submitted under this
program, was evaluated by a team of reviewers according to the
weighted criteria set forth in the Program Announcement. The
Police Hiring Task Force reviewed all highly scored applications
and made funding recommendations. We appreciate the time and
effort you took to prepare the grant application; many excellent
proposals were not funded. In general, successful applicants.
demonstrated severe needs and provided strong community policing
strategies.
The extraordinary response to this program demonstrates the
magnitude of unmet public safety needs in communities across the
nation. As an applicant to the Police Hiring Supplement Program,
we have automatically added you to the BJA Clearinghouse mailing
list. You will receive future grant announcements, as well as
materials relating to law enforcement and community policing. To
learn about the electronic bulletin board and other services,
please call the BJA Clearinghouse at 1-800-688-4252. You may
also call the BJA Response Center at its new toll -free number 1-
S0.0-421-6770 to obtain further information about this program and
related initiatives.
President Clinton has made a commitment to put 100,000
additional officers on America's streets. With strong
Congressional support, we are optimistic that the current. Crime
Bill will include the much -needed funds to make this possible.
Sincerely,
i
S4.44.tiV4e%
4
Elliott A. ro
Deputy Director
