CITY OF GEM LAKE <br />City ]Hall - 4200 Otter Lake Rd -- <br />�`_ Telephone 651-747-2790 --'= <br />Mailing Address - 4707 Ilrvy 61 #253 <br />White clear Lake, MN 55110-3227 <br />.?aad inw 04 rMw" <br />Minutes of Gem Lake City Council Meeting <br />15 January 2008 <br />The regular meeting of the City Council of the City of Gem Lake was called to order by Mayor Emeott on <br />Tuesday, January 15, 2008 at 7:08 pm in the new Gem Lake City hall meeting room. Mayor hmeott, Councilors <br />Rasmussen, Artig-Swomley, and Shilling were present. Also present was City Attorney Trevor Oliver. Other <br />members of the public were also ill attendance per the sign in sheet sent around the room. <br />APPROVAL OF AGENDA AND MEETING MINUTES <br />Minutes of City Council meeting of December 2007: Minutes from die December 2007 City Council tuceting <br />were reviewed by Council members. Question from recording secretary on page 2 under New Business C.') regarding <br />IdT for Auditor should read "Smith Schaefer". Motion by Rasmussen, Second by Schilling to approve the <br />December 2007 City Council meeting minutes wall correction was unanimously approved by voice vote. <br />City Council Agenda for this meeting: Mayor Emeott called for additions, deletions and corrections to the <br />agenda. Changes were made to the agenda as follows under Ne%v Business: li) County Charter — elected vs, <br />appointed sheriff.1) City Hall Conference room rental fee: J) City Hall Grand Opening ceremony ; and K) <br />Newsletter. Request by Artig-S%vornlcv that addition of topic of Newsletter be included on each agenda. Motion by <br />Artig-Swornley, Second by Schilling to approve agenda with the above additions. <br />PUBLIC NOTICES <br />Mayor Ellicott is looking for someone interested in completing a questionnaire regarding the Superintendent of <br />Schools. I'lease let him know if you have interest in doing this. <br />PRESENTATIONS FROM THE FLOOR. <br />None <br />COMMITTEE REPORTS <br />planning Commission January meeting report (Jim Lindner): Rin hinder summarized the January Planning <br />Commission meeting report. The planning commission discussed Section 9-Housing of the 1997 Comprehensive <br />Plan including the possibility of multi -taut housing to be allowed in cite "<iateway" planning district. It was stated <br />that they need to learn more about Met Couneil's "Livable Communities Act" and are looking at the possibility of <br />planning for affordable housing (currently defined as a residence under about $206,000). finally, they discussed <br />developing an Estate Zoning ordinance that would protect areas of the city that we do not expect to develop during <br />the comprehensive plan cycle. Particularly it would cover areas around the lake that were typically considered <br />estates as they were developed or others meeting some outlined definition. Motion by Schilling., Second by <br />Rasmussen to approve the Planning Commission meeting report was approved by voice vote. <br />Building Committee (City hall) report (Craig Rafferty): Craig Rafferty stated that they are in the shake <br />down phase of the project. The City took. over possession of the building on Friday, January 11, 2(1U8. Balancing of <br />heating and cooling system is being completed. Mayor Emeott reported that discussions are underway with the <br />Ramsey County Sheriff to open a police substation in the building as of February. <br />Look for us on tite World Wide Web at gemlakenrtr.org <br />
