MINUTES OF MEETING OF PLANNING <br />COMMISSION OF CITY OF GEM LAKE <br />23 January 1995 <br />The January meeting of the Gem Lake Planning Commission was con- <br />vened at 7:02 pm on 23 January 1995 in the first floor meeting room of <br />Tousley Ford. Present were Mayor Emeott, Clerk Magnuson, Treasurer <br />Nordstrom, Mr. Titcomb, Mrs. Docken, Mr. Nielsen, and Mr. Arend. Also <br />present was Mr. Mike Gerner. <br />Clerk Magnuson verified that the meeting had been duly published in <br />the 11 January 1995 edition of the White Bear Press. <br />Mr. Gerner was then recognized. Mr. Gerner stated that he has filed <br />an application for a variance from the Zoning Ordinance rear yard set <br />backs to allow construction of a sixty (60'011) foot x one -hundred twen- <br />ty-five (125' 0") foot steel building on the property located at 3630 <br />Scheuneman Road currently owned by Mr. Richard Hansen which he intends <br />to purchase. The purpose of the variance is to allow the building to run <br />parallel with Scheuneman Road and to allow adequate parking surface for <br />fifteen (15) cars. Mr. Gerner noted that the property currently contains <br />a run down single family dwelling that was moved onto the property by <br />Mr. Hansen and that said dwelling is currently rental property. He <br />proposes to bulldoze house and land for construction of the building <br />which will provide rental storage of antique__and classic automobiles. <br />Some concern was expressed by Mayor Emeott regarding an easement <br />granted by all Scheuneman Road property owners to the Metropolitan <br />Council Wastewater Services for the sewer interceptor and cautioned Mr. <br />gerner to examine the easement prior to commencing construction. <br />After further discussion and upon motion duly made (Titcomb) and <br />seconded (Docken), the Planning Commission unanimously recommends that <br />a variance from the Rear Yard Set Back in Section 19.5 of Ordinance No. <br />43 be granted with the following conditions: <br />A) Construction and Variance Implementation is contingent upon <br />acquisition of the property by Gerner from Hansen; and <br />B) The building is to be constructed as shown on drawings filed <br />with the application; and <br />C) No existing mature trees shall be removed without consent of <br />the Planning Commission; and <br />D) A maximum -narking spots are to be provided on the bitum- <br />inous surface; and <br />E) A minimum planting of not less than four (4) deciduous trees <br />at least six (6'011) feet high along the boulevard with appropriate <br />ground cover and shrubbery shall be completed; and <br />F) No artificial above ground lighting shall be installed on the <br />property without submission to and approval of the Planning Commis- <br />sion of a lighting plan. <br />Mr. Magnuson then distributed an initial draft of a developers <br />agreement for Planning Commission review. He stated that he and Mr. <br />Gardner have discussed the need for such a document in the past and that <br />the format presented is similar to the Tousley Ford Developers Agreement <br />currently in force. Mr. Magnuson suggested the Commission review the <br />document and prepare to make comments at their next meeting. <br />IN <br />
