Emeott, Mayor <br />3960 Scheuneman Rd. <br />Gem Lake, Mn 55110 <br />Dear Paul: <br />The Gem Lake Planning Commission held its regular monthly meeting <br />on September 4, 1996, 7:00 PM, at Tousley Ford. The meeting was <br />rescheduled from September 9, and notice was published in the White <br />Bear Press both August 21 and 28. Present were Gardner, Nielsen, and <br />Turner. Also in attendance was Mr. Rob Hansen. <br />The primary purpose of the meeting was to review the August draft <br />of the Comprehensive Plan. However, Roger Bromander of SEH was unable <br />to attend due to a death in his family. As most of the issues require <br />his attention, the meeting will be continued to a rescheduled date. <br />Michael Gerner has indicated that he intends to lease additional <br />parking from Barnett Motors to serve the proposed cabinet shop. The <br />Commission feels that, provided the spaces are adjacent and leased for <br />a period of at least 10 years, this would meet the City's requirements. <br />No Council action is required at this time. <br />Both Judson Bemis and Neil Wilson of Gem Lake Hills Golf Course <br />have agreed to a rezoning of their properties to R1 (3 acre minimum), <br />and the Commission unanimously recommends amendment of the districting <br />map to change the zoning of all of the Bemis property currently zoned <br />R3 (36,000 sf) to R1, and all of the Gem Lake Hills Golf Course <br />property, currently variously zoned R2, R3, and R4, to R1. The <br />Commission will hold a public hearing on this matter to be held at its <br />next regular meeting, October 14, 1996. <br />Discussion then focused on the Comprehensive Plan and some <br />corrections and additions thereto. At this time, our input is nearly <br />complete. Assuming our planner can respond adequately to the comments <br />of the Met Council, and that we can come up with some resolution to the <br />issue of participation in the Livable Communities Act, we only need the <br />responses of our neighboring communities to proceed with a public <br />hearing. The Commission voted to continue the meeting to Thursday, <br />September 19 3:30 PM at the offices of SEH. The meeting was then <br />temporarily adjourned at 7:45 PM. <br />As we are now at a "final draft" stage, I have attached copies of <br />the August draft of the Plan, as well as the Met Council staff <br />
