Emeott, Mayor <br />3960 Scheuneman Road <br />Gem Lake, Mn 55110 <br />Dear Paul, <br />The Gem Lake Planning Commission met Tuesday, May 11, at 7:30 PM, at Tousley Ford. Present were <br />Gardner, Bemis, Leider, Spreck, Emeott, and Noble. <br />Mr. Peter Oswald requested a permit to fill the gully in his back yard at 3516 North Highway 61. His <br />neighbor to the south, J.R. Cusick, 3500 North Highway 61, Vadnais Heights, has a permit from his City <br />and has been filling his back yard, effectively leaving Mr. Oswald with a deep gully running east to his <br />back line. As the opportunity to fill is current, he would like permission to fill his lot in a similar manner. <br />Gardner, Bemis, and Noble had all inspected the site, but, in discussion, a drainage question arose and the <br />Commission voted to recommend a temporary permit to fill the site, starting from the west, subject to the <br />following conditions, and to be reviewed at the next meeting to determine the drainage issue: <br />1. that the site be carefully graded to prevent runoff to the neighboring properties, <br />2. upon completion, the site is to be graded and finished with topsoil and seeded to grass, and, <br />3. that all non -operating vehicles be removed from the site. <br />Gardner and Noble revisited the site the following Thursday and confirm that drainage is not a problem, <br />provided that the site is graded to drain to the back (east) of the lot, and care is taken to avoid creating a <br />low spot aiong the north side adjoining Birkeland. A'c would also recommend that the large elm trees <br />along tiic south lot line be removed prior to completing the fill, as they will be dead and unsightly. <br />Mr. Richard Hiniker appeared again for Tousley Ford to argue for approval of their request for a variance <br />to locate an entrance sign on E. "I'he sentiment of the Commission had not changed significantly on this <br />issue, and their is no consensus. After much discussion, the matter was tabled again for review once the <br />landscaping is in place, and the sign can be put in perspective. <br />Mrs. Spreck submitted her resignation from the Commission, as she is moving out of our community. <br />She hds served thoughtfully and we will miss her council.
