MINUTES OF TRUTH IN TAXATION HEARING <br />07 DECEMBER 1994 <br />PROPOSED 1996 PROPERTY TAX LEVY <br />A Public Hearing on "TRUTH -IN -TAXATION" was convened at 7:20 p.m. by Mayor <br />Emeott on 07 December 1994 in the first floor meeting room of Tousley Ford, 1493 East County <br />Road E, Gem Lake, Ramsey, Minnesota 55110 as advertised by Ramsey County Property Taxation <br />via direct mail to all Gem Lake residents and as advertised in the White Bear Press. The purpose of <br />the hearing was to receive public comment on the Proposed 1996 Budget and Tax Levy for the City <br />of Gem Lake, Ramsey County, Minnesota. <br />In attendance were Mayor Emeott, Council members Nielsen, Kunin, and Igo, and Clerk <br />Magnuson. Also in attendance was Mr. Robert Hansen. Each person in attendance was provided a <br />copy of the Proposed 1996 Budget for Gem Lake, a copy of which is attached hereto as Exhibits <br />"A" and "B". <br />In opening remarks, Mayor Emeott stated the purpose of the hearing and made brief remarks <br />regarding the Truth In Taxation Law and it's requirements implemented in 1994. He also stated that <br />Gem Lake contracts for all it's services and, therefore, the budget will reflect actual or anticipated <br />charges from vendors to the City. Mayor Emeott also stated that no major increases in this years <br />budget resulted from conservative fiscal planning and management of the City's finances. <br />Mayor Emeott then noted that a Continuation Hearing would be held on 14 December 1995 <br />if all public comment could not be heard during the time allotted this evening. <br />Clerk Magnuson was then recognized. He noted that no written comment had been received <br />as of the date of the hearing. Indicating the City Council has had several months to review <br />development of the 1996 Budget, he asked that those present hold questions and comments regarding <br />each segment of the budget until that segment had been presented. Magnuson then proceeded with <br />presentation of the Proposed 1996 Budget, commencing with General Fund receipts and concluding <br />with disbursements. Magnuson noted a minor change in law enforcement expenses will be included <br />in the amount of approximately $533 and that expenses will be adjusted so that the total remains as <br />shown. <br />Mr. Hansen then asked several questions to which Mr. Magnuson and Mayor Emeott <br />responded.
