Name or Type of BMP: Public Involvement & Participation C_ BMP Description: The City will utilize public education and outreach programs consisting of activities listed in BMP's 1-02-R and 2-01-K D. Track the number of inquiries/contacts, website bits, public meetings and record comments of all for consideration as part of the SWPPP. F. Magnuson, City Clerk Telephone: 651-426-6443 H. Summary of measurable goal attainment: 1. 2003 a. On 02 September 2003 the Gem Lake Planning Commission held a public hearing, properly noticed as Public Notice No. 2003-10, to receive public comment on (Proposed) Ordinance No. 79 which, if adopted would add substantial restrictions to uses on, adjacent and near all lakes, ponds and wetlands in the City. b. From 02 September 2003 to 05 December 2003, changes resulting from the public hearing were incorporated in to (Proposed) Ordinance No 79 for presentation to the City Council. C. On 15 December 2003, the Planning Commission recommended adoption of (Proposed) Ordinance No. 79, Draft H and incorporation into the City Zoning Ordinance No. 43. The City Council unanimously adopted the recommendation and ordered the Ordinance incorporated into the Zoning Ordinance wit the effective date to be 24 December 2003. 2. 2004 a. On 24 December 2004, Ordinance No. 79 was published in summary form as Public Notice No. 2003-16 and fully incorporated into Ordinance No. 43, the Zoning Ordinance, with record of said incorporation added to the legend of the ordinance. b. During 2004, several public hearings were held regarding the development of Hillary Farm, each of which included substantial consideration ofNPDES and SWPPP through discussions of Section 11, Ordinance No. 43 regarding lakes, ponds and wetlands. Not less than 20 people attended each public hearing and were provided the opportunity to comment.
