A public education program to distribute educational materials to the community was begun in January, 2005 <br />following annual appointments. Notice of permit requirements and invitations for the public to call for information <br />were included in the 2005 City Roster. NPDES requirements were also made a part of General Announcements <br />at each City Council meeting during 2005. NPDES requirements were also identified to each applicant for building <br />and excavation permits. See attached City Roster labeled . <br />h. An education program that addressed the following control measures individually included: <br />1) Public Education & Outreach: See g. above and l.g. attached. <br />2) Public participation was accomplished by continuing the requirement for NPDES Permits with all building <br />and excavation permits. <br />3) Illicit discharge detection and elimination was accomplished by continued inspection of all property in the <br />village during the course of the year and personal owner notification if problems were found. <br />4) Construction site storm water runoff control was continued by including weekly inspection of all <br />construction sites and notifying contractors personally if problems were found and abatement required. <br />5) Post -construction storm water management in new development and redevelopment was addressed by <br />maintaining and implementing policies for issuance of Occupancy Permits and accompanying documentation <br />[see 1.h.5)]. <br />6) Municipal operations are all carried out by independent contractors.
