clubs and fitness centers that are not the primary use of the building space are <br />considered a "retail" use. Certain personal service businesses are considered "retail' if <br />~1 not the primary use of a building: barbershop/beauty salon; clothing rental and dry <br />cleaning pickup (but not on -site processing); and tailor shops. <br />Commercial. Premises for the conduct of the following activities which are not <br />included within the meaning of "office" or "retail' for purposes of this Section: athletic <br />club/fitness center (primary or only use of building space); business school or trade <br />school, veterinary clinic, funeral home, hotel, recreation primary use (such as a bowling <br />alley); cabinet and carpentry shop, heating, plumbing or electrical sales and service; <br />printing shop, upholstery shop, warehousing, conditional use of space assigned as <br />commercial are, light industrial uses which manufacture, process, store and distribute <br />foods and materials not likely to create offensive noise, odors, vibrations, dust, smoke, <br />heat, glare or other objectionable influences and are in general dependent upon raw <br />materials refined elsewhere. <br />(B) Accessory Alternative Uses. The Figures 16 and 17 provide charts stating the <br />compatibility of listed accessory uses and variations on categorical primary uses (such as <br />restricting residential uses to Senior Housing) with each building type. The items listed <br />in Figures 16 and 17 further refine the general definitions stated above, and any <br />perceived conflict should be resolved in favor of the general definitions stated above. <br />Placement of accessory buildings is generally noted on die Building -Type Template and <br />is also governed by the Design Standards. <br />C) Uses designated as "conditional' or "CUP" within this Section, on a Building Type <br />Template or within Figures 16 and 17 shall require a Conditional Use Permit, following the <br />existing procedures in Section 17.4 of the Zoning Ordinance. <br />D) Certain uses of land which are not necessarily related to a building are generally <br />permitted within the Gateway District by conditional use permit: <br />Essential Service Structures <br />Planned Unit Development <br />Institutional Overlay <br />E) Nothing in this Section or its attachments shall be construed to prevent the <br />application of other Gem Lake ordinances pertaining to types of uses (including, but not <br />limited to, the Adult Use Ordinance and the Pawnbroker Ordinance) or to city licensing of <br />businesses and activities in general. <br />F) If a use or structure is not listed or included among the definitions herein, the <br />Building Type Templates, or Figures 16 and 17, then it is prohibited within the Gateway <br />Dis trict. <br />J <br />
