We hoped that the site review process we have set in motion will provide a forum for discussion and negotiation of ways to realize the sense of place that Gem Lake has. Mr. Hoeschler again expressed concern that we were losing the "back -1 woods" feel of the lake area and were instead moving toward an Edina or Eden Prairie suburban lake feel with the most recent structures. He hoped that with time and the growth of the promised additional plantings, the "peek-a-boo" screening that Mr. Rafferty had described could be achieved for those new houses. Mr. McNulty said that the owners of Lots 6 and 7 had agreed to provide additional plantings and screening (even though they were not required to do so) as a result of the site review process. We all agreed that we hoped the site review process would provide an informal vehicle for these important discussions. We looked at the plans submitted by the Shirleys for their new house on the Thury property (which plans are currently being reviewed by Paul and Craig) as a successful example of that process. Mr. Hoeschler urged Paul and Craig to give informal notice and opportunity to be heard to affected neighbors when such a review is going on so that their opinions can be heard without the need for a formal public hearing and the delays that would be attendant to that. After a full discussion, it was unanimously agreed that Version F should be amended to include the changes proposed by Mr. Hoeschler as modified by Mr. Rafferty along with our agreements on height and that this language of Version F should be reviewed one last time by Messrs. Emeott, Magnuson and Hoeschler for consistency and form and that resulting Version F changes should be distributed to all interested parties and recommended to the next City Council meeting for adoption. For the record, therefore, these minutes will be supplemented by the final wording of Version F changes to Ordinance 43G, which final version will be sent out shortlyl. This will allow all interested parties to make their final comments before the language is voted upon by the Council. The meeting closed with a brief discussion of Mr. McNulty's overtures to the City of Vadnais Heights to have Hillary Farm annexed to Vadnais Heights. It was the sense of the meeting that we hoped Mr. McNulty would reconsider the wisdom of such a move since it seemed to many to be both legally outrageous and politically distasteful. Mr. McNulty did not express himself on this matter. In a post meeting discussion with the Mayor, it was decided to hold one last public hearing on the foal himpia,e of the ordinance at the June S (note change of date) meeting of the Plannin Commission before the language is presented to the Council. This will allow the McNulty team and Mr. Hanson one last chance to present any objections or comments that they may have. Therefore please note that the ordinance will not be on the May Council agenda and that the June Planning Commission meeting will be held Monday June 5. at Tousley Ford.
