Stat. § 414, the costs are to be assigned by the Chief <br />Administrative Law Judge.70 In this case, the petition for detachment and <br />concurrent annexation was brought by Petitioners and opposed by Gem Lake. <br />Vadnais Heights has played no role in the proceedings and has taken no position <br />other than to state that it would accept the Subject Property should detachment <br />be ordered.
