CITY OF GEM LAKE RESOLUTION NO.2006-38 16 OCTOBER 2006 A RESOLUTION ORDERING A PUBLIC HEARING ON PROPOSED ASSESSMENTS OF THE COSTS OF PUBLIC IMPROVEMENT PROJECT NO. 2006-01, BIG FOX/LITTLE FOX/HAVEN/TESSIER STREET IMPROVEMENTS. WHEREAS, by Resolution No. 2006-38 passed by the City Council of the City of Gem Lake on 16 October 2006, the City Clerk was directed to prepare a proposed assessment of the cost of completing Public Improvement Project No. 2006-01, BigFox/LittleFox/Haven/Tessier Street Improvements; and WHEREAS, the City Clerk has notified the City Council that such proposed assessment has been completed and filed in his office for public inspection; Now, Therefore, Be It RESOLVED, by the City Council of the City of Gem Lake that: I . A public hearing shall be held at 7:00 PM on Monday, 13 November 2006, in the first floor meeting room of Tousley Ford, 1493 East County Road E, Gem Lake, Ramsey County, Minnesota 55110 to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment; and 2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two (2) weeks prior to the public hearing, and he shall state in the notice the total cost of the improvement. He shall also cause mailed notice to be given to the owner of each parcel described in the assessment not less than two (2) weeks prior to the public hearing; and 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Clerk, except that no interest shall be charged if the entire assessment is paid within thirty (30) days from the adoption of the assessment. The owner of any property may, at any time thereafter, pay to the County Assessor the entire amount of the assessment remaining unpaid, with interest accrued to December3l of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year.
