CITY OF GEM LAKE CITY COUNCIL WORKSHOP MINUTES 05 SEPTEMBER 2006 The September 2006 City Council Workshop was called to order by Mayor Emeott at 7:OOPM. Mayor Emeott thanked those in attendance for participating in this evenings workshop noting input from the community will enhance these efforts as time passes. Although a general agenda has been prepared, no formal agenda will be used and, thus, no agenda approval will be necessary. Those present were encouraged to participate and, to the extent time allows, hopefully all will be heard. In attendance for our benefit this evening are Phyllis Hanson (Metropolitan Council Planning), Georgiana Hilker (Metropolitan Council Representative for Gem Lake), and Kyle Colvin (Metropolitan Council Environmental Services). In consideration of our guests from the Metropolitan Council, the agenda was amended to provide for presentation of questions and answers by Metropolitan Council representatives. While the discussion included many topics of concern to both Gem Lake and the Met Council, the discussion included focused concern over interpretation of the Met Council's System Statement for Gem Lake and Ms. Hanson was asked to clarify several items, including how density would be determined. Ms. Hanson indicated the density of 3-5 units per acre is based upon an average density for all developable land in Gem Lake. Ms. Hanson agreed that a very high density project such as condominiums at Hoffman's Corners could be averaged with a medium or lower density project at the Hartford project to achieve the 3-5 unit average required. There was also substantial discussion of how flow capacities on the various interceptors serving Gem Lake would affect development and Mr. Colvin indicated he will gladly work with Gem Lake to clarify this matter and discuss alternatives. Following additional questions and answers from the Council, staff and those present, Mayor Emeott thanked Ms. Hanson, Ms. Hilker and Mr. Colvin for their attendance, insight and willingness to work with Gem Lake going forward. Brief staff and councilor reports on elections, meeting schedule revisions, website development, public relations, "36 Point List", City Limit Signs, Joint City Hall Project, 2008 Comprehensive Municipal Plan and the pending developments of the Hansen and Hoffman Corners areas followed. A brief report on the development of both Planned Unit Development (PUD) and Residential Mixed Use (RMU) sections for the Zoning Ordinance followed. iDiscussion of future topics for November and December followed. It was determined that grants, revenue streams and property taxes along with discussion of the Comp Plan questionnaire were areas in need of examination and the Clerk was asked to look into presentations. Mr. Joe Egge of Stallion Development (St. Michael, MN) was introduced by Mr. Magnuson. Mr. Egge indicated he has secured a purchase agreement from Mr. Schwinn for the 6 +/- acres in Hunter's Run which includes the old Daniel's barn and is interested in working with the City to develop the property. He indicated his appearance tonight is to determine the City's interest in working with him on such a project. Following discussion of pending adjacent development by Hartford Group, Mr. Egge was invited to submit a preliminary statement of how he might like to proceed. Mayor Emeott then indicated that education is one of the key elements of the City Council workshops and this evenings presentations are designed to assist both the City Council and Planning Commission in working on current and pending projects with a greater understanding of outcome based processes. Mayor Emeott then encouraged those present to attend the October workshop which will include a presentation by SEH, Inc. of the City Water Plan which has been in development for several months and is now complete.
