PLANNING COMMISSION. No report of Interim Planning Chair Lindner is needed as the Planning Commission
met jointly with the City Council.
2. ENGINEERJPLANNER CHANGE: Dan Jochum is currently working on preparing an inventory of land by land
use, net of roads and wetlands which will be accounted for. Justin Gese has put sewer maintenance for the current
year in an RFP and placed same with 4 potential contractors. Similarly, an ongoing RFP has also been prepared and
will be made available for open bid.
3. POLICE. The Contract Cities Sheriffs Group meets next Thursday.
4. LEGAL. Mr. Kelly has presented documents related to Park Land Dedication and establishment of a Parks
Commission. These will be turned over to Mayor Emeott for an action plan.
5. PUBLIC RELATIONS. No staff report.
6. CITY HALL. A preliminary JPA has been presented and requires review and discussion at Monday's meeting joint
meeting with the Board of Supervisors.
7. JOB DESCRIPTION. I continue to codify my activities of the last 2 years to determine hours spent on definable
projects looking to an Administrators Job Description.
8. PUBLIC WORKS. Road work is nearly complete. Funds are available and assessments are being prepared. Probable
public hearing in October.
9. WATER PLAN. The Water Plan will be distributed to City Council and Planning Commission tonight for advance
review prior to October 2nd
10. FINANCE. A proposed budget was presented at 21 August 2006 meeting and will be presented again for
consideration on 14 September 2006. Said budget should represent our best estimate of next years funding. I have
completed an audit of the County Road E/Highway 61 project and sent out appropriate invoices to Vadnais Heights
and Ramsey County. I have also completed an audit of the 2006 road improvements and have reimbursed the
General Fund from bond proceeds this week.
11. SEWER. We continue to seek a solution for a problem with Martin Meier's sewer stub which has surfaced. His
contractor completed his sewer connection and then after closing the ditch notified Mr. Meier that the connection
was too high for pure gravity discharge and that an ejector pump would be necessary in his basement. Mr. Mitchell
and I are working on a resolution to the matter.
12. ELECTIONS. Primary Election saw 24 total ballots (= 9% of registered voters) cast including 19 residents, 3
resident election judges and 2 absentee. Filing of Affidavits for Candidacy include: MAYOR - Paul Emeott; CITY
COUNCIL - Chuck Watson, Rick Bosak, Gretchen Artig Swomley. Ballots have been ordered.
13. LEGAL: I previously recommended we schedule a meeting with Mr. Kelly to discuss current and pending litigation
and the problems attendant thereto. As this will need to be a closed door meeting, we will either need to continue
our September meeting as previously done or publish a date (I recommend the former).
14.
